TennCare is Tennessee’s Medicaid managed care program that provides health insurance coverage for 1.4 million low-income children, adult caretakers of children, pregnant women and disabled adults. TennCare currently covers over one out of every five Tennesseans and 50% of Tennessee births and has an annual budget of $11 billion. TennCare is one of the oldest Medicaid managed care programs in the country, having begun on January 1, 1994. It is the only program in the nation to enroll the entire state Medicaid population in managed care.

Position Overview

The Chief Medical Officer (CMO) functions as a key member of TennCare’s Executive Team, providing critical input into policy decisions and medical leadership to all TennCare divisions and initiatives, with the ultimate goal of promoting the delivery of high-quality services within a sustainable budget. At a minimum, the CMO will directly supervise one Associate Medical Director, as well as the Directors of Quality Oversight, Pharmacy, Dental Health, and Appeals. He or she will also interact on a regular basis with MCO medical directors and clinical and non-clinical staff in other state agencies including the Departments of Health, Mental Health, Intellectual Disabilities and Children’s Services. Other key responsibilities include analysis of proposed legislation and testimony at legislative committee meetings, media interviews on health related topics, input on state-related payment reform, and serving as a liaison to the healthcare provider community.


  • Board certified in pediatrics, family medicine or internal medicine is preferred. Consideration will also be given to physicians in relevant specialties, such as OB/GYN and candidates must have significant clinical experience.
  • Experience in managed care, including utilization management and quality improvement, is desirable; however, administrative experience in an alternative setting such as a hospital system or state Medicaid agency will be considered.
  • Familiarity with the design and operation of Medicaid.
  • Excellent oral and written communication skills; strong organizational, time management, interpersonal and computer skills.
