The mission of Ada S. McKinley Community Services, Inc. (“Ada S. McKinley” or “Ada”) is to empower, educate, and employ people to change lives and strengthen communities.
The agency was founded as a settlement house in 1919 by Ada Sophia McKinley, a
schoolteacher and social reformer, who saw the need to assist veterans returning from World War I and African Americans migrating from the South. Currently celebrating its 100th year anniversary, Ada S. McKinley is one of the largest human services organizations in the country with an annual operating budget of nearly $40 million, nearly 600 employees, serving more than 7,000 people annually at over 70 locations. Services are provided 24-hours a day, 365 days a year, primarily in Illinois/Chicago with additional sites in Indiana and Wisconsin.
Ada S. McKinley has three primary areas of service: Child Development & Youth Services, Employment & Community Support, and Behavioral Health & Clinical Services rendered daily include:
- Tutoring, mentoring and college placement;
- Family support and stabilization programming;
- Foster care;
- Housing opportunities;
- Youth and family counseling;
- Mobile crises response
- Employment training and placement; and
- Head Start and Early Head Start programing.

The Opportunity
The Vice President provides strong leadership in areas including, but not limited to, the development of new and existing community services, the development of operational standards, budgetary and financial management, customer services, staff development, quality assurance and human resource responsibilities. The position has overall responsibility for ensuring effective and efficient functioning of programming within Behavioral Health & Clinical Services to ensure maximum impact on the children, youth, families and communities served. Of critical importance, is the ability to work with staff in setting and reaching Medicaid productivity targets and goals.
This position is poised to explore growth opportunities in partnership and/or contractually with Managed Care networks, peer providers, health systems, and education settings.
The Vice President maintains thorough knowledge of Managed Care, Medicaid and other applicable requirements and ensures all aspects of programming and services meet these requirements. The position oversees all reporting requirements of funding and monitoring entities and serves as a primary point of contact with these entities.
This Vice President serves on the Ada S. McKinley Leadership Team and participates in all functions included in being a member of this team. The position ensures all program elements align with the organization’s mission and strategic plan strategies.
It is required the person in this position maintains strong interpersonal and communication skills, develops a strong team approach and leads from both a position of accountability and compassion.
As this position oversees behavioral health staff, an MSW or LCSW is required.
Key to the success of this role, the Vice President will possess:
- Competence in budget preparation, revenue optimization, and cost control concepts; specifically, as it relates to billing and reimbursement Managed Care and Medicaid Services.
- Strong communication skills and, when appropriate, displays openness and transparency so that program staff are informed and connected to the agency, program and their work responsibilities.
- Ability to develop and maintain an environment of accountability among staff as it relates to program and funding requirements, productivity targets, and best practice models and approaches. Ensures staff have access to resources, tools and professional development opportunities to ensure success in these areas.
- Ability to work with staff fairly and honestly while treating them with respect, compassion and understanding, and ability to work with staff in a friendly and open manner and must demonstrate strong listening skills.
- Strong knowledge and experience working in a behavioral health and clinical setting.
- Knowledge of current behavioral health and clinical standards and best practices.
- Knowledge of and ability to connect with and engage external stakeholders.
- Ability to advocate for the needs of the children and families and other individuals served.
- Participates and represents the agency as a member of the national, regional and local trade associations (e.g., Community Behavioral Healthcare Association and other mental health support organizations).
- Contract administration experience.
- Knowledge of safety standards and practices.
- Ability to maintain positive customer relations.

The Vice President is a tactical and results-oriented leader with the ability to set priorities decisively, delegate responsibilities, assure accountability and allocate resources to ensure results. They will demonstrate leadership in carrying out the agency’s mission, vision, guiding principles and communicates those values to staff, customers, partners and funding sources. The Vice President brings experience enhancing programs and culture in a complex organization and has a proven record of converting strategy into effective execution, offering creative, practical ideas to achieve Ada’s mission. The Vice President possesses a strong orientation toward collaboration and a proven ability to use metrics to drive cohesive operational and quality decisions. An ability to develop program goals around inputs and outcomes and implement strategies aimed at creating a culture of learning and quality improvement will be key to their success. This includes the ability to use data and information to set and reach productivity and revenue goals related to Medicaid funding and to responsibly manage budgets while understanding the connection between services provided and revenue potential.
Operation Acumen and Program Evaluation
A proven leader, the Vice President will make a significant contribution to ensuring that Ada’s programs operate efficiently and effectively. This leader will be knowledgeable of all current and updated Medicaid, Mobile Crisis/SASS, Dept. of Healthcare and Family Services and Dept. of Children and Family Services mandates and requirements as well as new developments in best practices and knowledge in clinical outpatient and crisis services. The Vice President will cultivate a learning culture through program evaluation and the professional growth of staff. In addition, this leader will have the ability to conceptualize and analyze problems and solutions in a proactive, constructive and collaborative manner in order to improve performance across all Behavioral Health programming to maximize the impact on individuals, families and communities served.
Relationship Building and Community Development
The Vice President will have the ability to establish rapport and cultivate cooperative relationships across all levels of Ada and empower a diverse staff and external constituents to deliver results. They will also hold responsibility for fostering positive working relationships with the Ada community, partners, funding sources and regulatory bodies. The Vice President will be inclusive, allowing for the building of consensus and recognition of teamwork with staff from a mixture of program areas. It is imperative the Vice President foster an atmosphere of collaboration and partnership throughout Ada and the organization. The Vice President will have an exceptional capacity for motivating and leading people, including building the capabilities of a driven, and diverse group of teams and individuals.
